The official tiebreakers can be seen here.
- 1. Most points in all group matches
- 2. Greater # of points in matches between the teams concerned
- 3. Greater goal difference in matches between the teams concerned (if more than two teams finish equal on points)
- 4. Greater # of goals scored in matches among the teams concerned (if more than two teams finish equal on points)
- 5. Results from all group matches
- a) greater goal difference in all group matches
- b) greater # of goals scored in all group matches
- 6. Drawing of lots
The confusion comes from a failure for people to correctly interpret the bolded part above. Scenario No. 3 and 4 only come into play if there are more than two teams tied (assumedly they are in place for a future where there are more than three teams in the competition, since there is no difference between scenario No. 3 and 4 and scenario 5a in a three team tournament).
Earlier today I spoke to a representative from Vancouver that confirmed that the tournament cannot be won by the 'Caps tonight.
