An idea popped in my head when the 2 DP question came up with Ives. Ives pointed out that there are so many teams that don't even use 1 DP spot that giving teams two would "force some hands". What if a team who wants a 2nd DP trade for the spot but the 2nd spot doesn't have as significant a cap hit. This would give the oppurtunity to teams who want 2 DP's to get them without destroying their cap and teams who don't want a DP aren't force to sign one.
